Yes it is possible to buy the opportunity to host a world cup, even if you have no soccer history, no stadiums capable of hosting the event, your country summer temperatures soar well past 110 degrees, and your country represents a security risk to any visitors that aren't muslim (read: most of them). In a legitimate contest, how does Qatar win out over the United States? It doesn't. The US didn't pay the voting countries enough money.
